Europe freezes the dollar

Behind closed doors in the Europa building in Brussels, an emergency summit of the European Council concluded shortly after noon on Tuesday with the formal adoption of the most radical economic retaliation package ever directed against the United States.
European Council President António Costa, flanked by French President Emmanuel Macron and German Chancellor Friedrich Merz, announced that all 27 EU member states—supported by non-EU European partners including Norway and the United Kingdom—had unanimously invoked Article 215 of the Treaty on the Functioning of the European Union. Under the emergency directive, European financial institutions and the Eurosystem central banks are legally mandated to freeze all sovereign U.S. Treasury holdings, Federal Reserve correspondent accounts, and U.S. government-controlled dollar clearing facilities within EU jurisdiction.
According to officials present during the six-hour overnight drafting session, the measure faced intense initial hesitation from financial technocrats at the European Central Bank, who warned of unprecedented disruption to global currency markets and sovereign debt liquidity. The deadlock was broken when Chancellor Merz bluntly presented satellite imagery of U.S. Marine patrols in Nuuk and declared that 'the post-1945 security architecture has ceased to exist by American design; the euro cannot remain collateral for our own dismemberment.'
Simultaneously, the European Commission enacted retaliatory tariffs averaging 45 percent across all U.S. industrial and agricultural imports, severed American access to European critical mineral reserves, and initiated an emergency coordination mechanism with the Bank of England and the Swiss National Bank to establish non-dollar clearing channels for European global trade.
