NATO nuclear sharing
NATO nuclear sharing is the arrangement, dating from 1968, under which American nuclear weapons are stored on the territory of non-nuclear allies, in American custody, for delivery by allied aircraft in war. It is the oldest guarantee in the alliance. In January 2026 it came within one unsigned page of ending by departure rather than by decision, and instead froze into an armed standoff that has not moved since.
The design
The arrangement divides a nuclear weapon into two parts that must be brought together by agreement. The United States owns the weapon, controls the vault, and holds the arming codes. The host nation owns the ground, the airfield, the electricity, and the aircraft that would carry it.
For fifty-eight years this was described as a guarantee of shared risk. The design assumption was never written down because it never needed to be: that the two parties would want the same thing.
The failure mode
On 24 January 2026 the two parties wanted different things for the first time. Washington wanted its forces and its sensitive equipment out of Europe quickly. Berlin, The Hague, and Brussels wanted a guarantee that the warheads would not leave in the same convoy.
The arrangement had no procedure for this, because it had no procedure for disagreement. What it had instead was two physical facts, and they cancelled: the Americans could not move a weapon without a runway, and the Europeans could not touch one without a code.
The result is sixty warheads in a stalemate, useless to their owner, unreachable by their host, guarded from both sides by soldiers of two countries who a month earlier shared a mess hall.
Consequence
Whatever else survives the rupture, nuclear sharing does not survive it in its previous form. Its value rested on an assumption that has now been tested and failed in public. No future host government can be told that the arrangement carries no risk of the weapons becoming a hostage, because it has now happened; and no future American administration can be told that forward basing is a guarantee of influence, because it has now been demonstrated to be a guarantee of immobility.
