Sir Keir Starmer
Sir Keir Starmer is the Prime Minister of the United Kingdom during the Atlantic Rupture. He committed British forces to the garrison of Iceland, declared a state of war against the United States on 16 February 2026, and holds the four handwritten Letters of Last Resort that American planners assess would be executed if a landing were attempted.
Locking the gate
On 31 January he told the Commons that the GIUK gap "is not an abstract strategic concept — it is the direct maritime and air shield of the British Isles and Western Europe. We are locking the gate." Nine days later the gate was forced, two of his aircraft were shot down, and 154 British and French personnel were prisoners.
The state of war
"American arms have shed British and French blood in an unprovoked, illegal act of war on sovereign allied territory. The alliance that stood for eighty years has been torn apart from Washington. We will defend this realm, our people, and our European partners with the entire, unyielding force of our national power."
He announced the internment of American personnel in the same session, activated the Lancaster House structures with France, and moved the Continuous At-Sea Deterrent to a wartime footing with a second boat put to sea.
The letters
Whatever the Letters say, the American assessment does not depend on knowing. Strategic Command's annex to Albion Anvil assigns 95 percent certainty that an amphibious landing produces a nuclear response, and that number, more than any deployment, is why Phase III has not been ordered.
