Mark Rutte

Declassified

Mark Rutte is the Secretary General of NATO during the Atlantic Rupture. He spent the entire period telephoning capitals, proposing quiet channels that neither side accepted, and asking Washington for a single page of written assurance about the nuclear weapons in European vaults. He never received it, and every consequence he predicted arrived on the schedule he gave.

Role

Rutte held an office whose entire function — consultation between allies — had been vacated by one of them. He continued to discharge it anyway: calling Washington, Berlin, Brussels, and Copenhagen after the retrograde began; proposing a quiet channel between Brussels and Washington after the sanctions vote, which neither side accepted; and asking, on 26 January, for the one page.

He also did the thing that a Secretary General is not supposed to have to do. When the assurance did not come, he convened the Nuclear Planning Group without the American delegation and put the host nations' perimeter decision formally on the alliance record.

Judgement

The appeal of 26 January is the closest the period came to an off-ramp, and it cost nothing to take. Its rejection converted a managed withdrawal into a nuclear standoff inside seventy-two hours.

His public position never moved beyond one sentence, delivered after the first sanctions on the United States were adopted: "Every step on this ladder makes the climb down harder."
